Clothall Neighbourhood Plan Group<\/p>\n<h4><span style=\"color: #000080;\"><strong>*\u00a0 June 2025 \u2013 NHDC voted to approve the Urban &amp; Civic (U&amp;C)\u00a0 Baldock Strategic Master Plan<\/strong><\/span><\/h4>\n<p>On Monday 16th June, the NHDC Council voted to accept the U&amp;C Baldock Strategic Master Plan. 28 Councillors voted for, out of 37 present.<\/p>\n<p>U&amp;C have organised three consultations with Baldock residents on &#8211;<br \/>\n<strong>&#8211;\u00a0 Saturday 12th July &#8211; 10am to 2pm &#8211; Baldock Community Centre<\/strong><br \/>\n<strong>&#8211;\u00a0 Wednesday 16th July &#8211; 3pm to 8pm &#8211; St Mary&#8217;s Church Hall<\/strong><br \/>\n<strong>&#8211;\u00a0 Friday 18th July &#8211; 1pm to 6pm &#8211; St Mary&#8217;s Church Hall<\/strong><\/p>\n<p>There is also an Online Consultation from Sat 12th July to Monday 18th August 2025, on the U&amp;C website\u00a0 <span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"http:\/\/www.growingbaldock.co.uk\" target=\"_blank\" rel=\"noopener\"><strong>growingbaldock.co.uk<\/strong><\/a><strong>\u00a0<\/strong><\/span><\/p>\n<h4><strong><span style=\"color: #000080;\">*\u00a0 May 2025 \u2013 Urban &amp; Civic (U&amp;C)\u00a0 Submitted their Baldock Strategic Master Plan to NHDC<\/span><br \/>\n<\/strong><\/h4>\n<p>Urban&amp;Civic continue their plans to grow Baldock and have submitted a Strategic Master Plan to NHDC.\u00a0 After three further consultations in July 25, U&amp;C will submit an Outline Planning Application to NHDC in the Autumn 2025, for NHDC consultation during 2026.<\/p>\n<h4><span style=\"color: #000080;\"><strong>*\u00a0 December <\/strong><strong>2024<\/strong> \u2013 <\/span><strong><span style=\"color: #000080;\">U&amp;C presented their latest plans for the Baldock area to the Baldock Committee<\/span><br \/>\n<\/strong><\/h4>\n<p>Paul Mumford of Urban&amp;Civic gave an update of their plans to the Baldock Committee, including &#8211;<br \/>\n1.\u00a0 3000 houses to be built over the next 10 Years, of which 40% should be affordable.<br \/>\n2.\u00a0 in Summer 2025, U&amp;C will submit a Strategic Master Plan, and an Outline Planning application to NHDC for approval.<br \/>\n3.\u00a0 New builds may start in 2026\/27, possibly on the BA2 land below the mobile homes.<br \/>\n4.\u00a0 It was mentioned that there is only Sewage Capacity for another 200 homes in Baldock, and a new Baldock to Letchworth sewage pumping installation would need to be built.<br \/>\n5.\u00a0 Similar presentations have been made to the local villages, including Ashwell<\/p>\n<p>There are more Baldock planning details on the U&amp;C website \u2013\u00a0<strong> <a href=\"https:\/\/growingbaldock.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000080;\">growingbaldock.co.uk<\/span><\/a><span style=\"color: #000080;\"><br \/>\n<\/span><\/strong><\/p>\n<h4><span style=\"color: #000080;\"><strong>*\u00a0 Summer\u00a0<\/strong><strong> 2024<\/strong> \u2013 <\/span><strong><span style=\"color: #000080;\">HCC \/ U&amp;C presentation\u00a0 of revised plans for the Baldock area<\/span><br \/>\n<\/strong><\/h4>\n<p>\u2013\u00a0 In Summer 2024, Herts County Council and Urban&amp;Civic were intending to present revised plans for developments in the Baldock area, before submitting their plans to NHDC in 2025.\u00a0 The number of meetings and venues were still to be decided.<\/p>\n<p>There are more Baldock details on the U&amp;C website \u2013 \u00a0 <a href=\"https:\/\/growingbaldock.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><span style=\"color: #000080;\">growingbaldock.co.uk<\/span><\/strong><\/a><br \/>\nU&amp;C main website is \u2013 \u00a0<span style=\"color: #000080;\"><strong> <a style=\"color: #000080;\" href=\"https:\/\/www.urbanandcivic.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">urbanandcivic.com<\/a><\/strong><\/span><br \/>\nre Baldock \u2013 \u00a0 <strong><a href=\"https:\/\/www.urbanandcivic.com\/portfolio\/strategic-sites\/baldock\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #000080;\">urbanandcivic.com\/portfolio\/strategic-sites\/baldock<\/span><\/a><\/strong><\/p>\n<h4><span style=\"color: #cc99ff;\">.<\/span><br \/>\nFor events prior to 2024,\u00a0 see\u00a0 <a href=\"https:\/\/www.bbplan.co.uk\/site\/activities-so-far\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000080;\"><strong>History<\/strong><\/span><\/a>\u00a0 page<br \/>\n<span style=\"color: #cc99ff;\">.<\/span><br \/>\n<span style=\"color: #cc99ff;\">.<\/span><\/h4>\n<h4><strong><span style=\"color: #000080;\">*\u00a0 Request for more people to join BBPlan<\/span><br \/>\n<\/strong><\/h4>\n<p>\u2013\u00a0 With future local developments planned, we would like to encourage more people within Baldock, Bygrave &amp; Clothall to join the BBPlanning group \u2013 see the <a href=\"https:\/\/www.bbplan.co.uk\/site\/sign-up\/\" target=\"_blank\" rel=\"noopener\">Join &amp; Privacy<\/a> page.\u00a0 Alternatively email <a href=\"mailto:info@bbplan.co.uk\" rel=\"noreferrer\">info@bbplan.co.uk<\/a> to let us know if you are interested, or would like further information.<\/p>\n<p>&nbsp;<\/p>\n<h4><span style=\"color: #000080;\"><strong>Neighbourhood Plan \u2018Made\u2019 by NHDC Cabinet on Tues\u00a0 29th June 2021<\/strong><\/span><\/h4>\n<p>During the NHDC (North Herts District Council) Cabinet meeting on Tues 29th June, the Neighbourhood plan was formally adopted (Made) and will now come into force.\u00a0 It should be considered during future Planning activities in the area.<\/p>\n<h4><span style=\"color: #000080;\"><strong>Neighbourhood Plan approved by a referendum vote\u00a0 on Thur\u00a0 6th May 2021<\/strong><\/span><\/h4>\n<p><strong>6th May 2021<\/strong>\u00a0 \u2013\u00a0 88% (3101 votes)\u00a0 of Referendum respondents voted in favour of NHDC adopting the Plan. It will come into force as soon as the NHDC Cabinet formally adopt (Make) the Plan.<\/p>\n<p>The\u00a0 <strong><span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"https:\/\/www.bbplan.co.uk\/site\/wp-content\/uploads\/2021\/02\/210131-Baldock-Bygrave-and-Clothall-NP-referendum-version.pdf\" target=\"_blank\" rel=\"noopener\">Jan 2021 version of the Neighbourhood Plan<\/a><\/span> \u00a0<\/strong> was approved by NHDC as ready for a referendum vote in Jan 2021.\u00a0 The referendum vote took place\u00a0<strong> on Thurs 6 May 2021<\/strong>, when 88% (3101) residents voted in favour of NHDC adopting the Plan.<\/p>\n<p>Further details of the Referendum vote and associated documents may be found on the <a href=\"https:\/\/www.bbplan.co.uk\/site\/activities-so-far\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000080;\">History<\/span><\/a> page.<\/p>\n<p>&nbsp;<\/p>\n<p>We have got to this stage following an enormous amount of work by many people in the local community, and most recently following a vote by NHDC\u2019s Cabinet to \u2018make\u2019 the Neighbourhood Plan.<\/p>\n<p>A very small number of changes were made to the\u00a0<span class=\"v1gmail_default\" style=\"color: #000080;\"> <a style=\"color: #000080;\" href=\"https:\/\/www.bbplan.co.uk\/site\/wp-content\/uploads\/2021\/02\/210131-Baldock-Bygrave-and-Clothall-NP-referendum-version.pdf\" target=\"_blank\" rel=\"noopener\">Jan 2021 version of the Neighbourhood Plan<\/a><\/span> \u00a0 following the Examiner\u2019s report, but he endorsed the vast majority of the plan, including the importance of keeping a gap between Baldock and Bygrave, requirements for improved facilities and for well designed and sustainable development.<\/p>\n<h4><span style=\"color: #000080;\"><strong>Baldock\u2019s Urban Extension Programme<\/strong><\/span><\/h4>\n<p>The local paper, the <span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"https:\/\/www.thecomet.net\/news\/housing\/urban-civic-appointed-for-baldock-development-8069394\" target=\"_blank\" rel=\"noopener\">Comet<\/a><\/span> reported on 24th June 2021 that Herts County Council (HCC) have appointed <strong>Urban&amp;Civic<\/strong> as the master developer for the Baldock area.\u00a0 This is to progress HCC\u2019s plans for the new developments around Baldock, once the revised version of the NHDC Local Plan is made available by the Inspector (in 2022).<br \/>\nHCC expect to submit a new planning application, for the whole of Baldock, after the Local Plan hearings conclude.\u00a0 In the meantime, focus will be on the land marked as B4 in the Local Plan.\u00a0 As this land is not part of the Green Belt it is not subject to Local Plan approval and timetable.<\/p>\n<p>The article in the <span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"https:\/\/www.thecomet.net\/news\/housing\/urban-civic-appointed-for-baldock-development-8069394\" target=\"_blank\" rel=\"noopener\">Comet<\/a><\/span> reports that the changes suggested by the Inspector, Simon Berkeley, would see Baldock\u2019s Local Plan housing contribution reduce from 3,386 to 2198 (within the Plan period to 2031).\u00a0\u00a0 These changes were proposed as part of a <a href=\"https:\/\/north-herts.oc2.uk\/document\/36\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000080;\">HCC \/ NHDC consultation<\/span><\/a>, which ended on June 24th 2021.<\/p>\n<p>In the <span style=\"color: #000080;\"><a style=\"color: #000080;\" href=\"https:\/\/north-herts.oc2.uk\/document\/36\" target=\"_blank\" rel=\"noopener\">consultation<\/a><\/span> document, the proposed modifications for Baldock are given in MM205, MM207 (BA3) &amp; MM210 (which proposes BA1 houses reduced from 2800 to 2500,\u00a0 with 1400 completed within the Plan period to 2031).\u00a0\u00a0 FM117 gives the details for Bygrave.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Latest news regarding the Baldock, Bygrave &amp; Clothall Neighbourhood Plan Group *\u00a0 June 2025 \u2013 NHDC voted to approve the Urban &amp; Civic (U&amp;C)\u00a0 Baldock Strategic Master Plan On Monday 16th June, the NHDC Council voted to accept the U&amp;C Baldock Strategic Master Plan. 28 Councillors voted for, out of 37 present.
